Presidential elections in the United States are not determined by popular vote, they are determined by electoral vote. The electoral college consists of 538 popularly elected representatives who formally select the President and Vice President of the United States. In recent years, lawmakers have considered eliminating the electoral college so that election outcomes are determined solely by the popular vote.
